Due to Management Exigencies, Probationary Officers of 1st Batch of 2012-13 Batch advised to report to Respective Regional Offices for Final Posting Orders on 04.11.2013. Their next training Programme scheduled from 05th November, 2013 was postponed. Total 411 POs reporting in different Regions all over India out of which 29 POs reporting in Hyderabad Zone. Placement of Branch Managers : Central Office has issued 5 Point guidelines for placement of Officers as Branch Managers. A Committee consists of Zonal Manager and Regional Managers of the Zone will identify the Branch Managers. Officers whose against major penalty has been inflicted, integrity is not reliable, and under Probationary Period.. etc will not be considered as Branch Managers. The role and responsibilities of Zonal Offices and Regional Offices re-modified with effect from 07.10.2013. Zonal Managers will be "Business Owners" with specific responsibilities and will play "Participatory Role". GAD, HRD and Operations will be re-established at Zonal Offices. Zonal Offices will be "single point of Contact" for all Central Office Departments. Concept of Nodal RO has been done away with. RO/ZO Responsibilities and Staff Pattern re-defined. Min/Maximum Strength in Zonal Offices are 28 to 30 and the strength in Regional Offices are 23 to 25 depending upon the HEAD of the Zone/Region. Message from AICBEF regading Seniority Channel Promotion Process : "We confirm that there will be empannelment for Seniority Channel Promotions also as per our MOU dtd 21st March, 2013. What MOU says on Posting/Empanelment :
Postings : "The candidates so selected in this process shall be posted within the same Region, but outside the station. Provided however, the canidates selected from Mumbai, Delhi, Kolkata, and Chennai, may be posted within the Urban Agglomeration limits of the respective city".
Empanelled List : "The Candidates so selected in this process shall remain valid till completion of 4 motnhs from the common date of reporting of the promotees under this one time dispensation. The list shall be utilized to release promotions in the place of candidates who refuse the promotion/do not report at the place of posting on the due date or get reverted within the stipulated period after promotion. Thereafter, the list gets lapsed autoimatically".

Out of 14 from Andhra Pradesh, qualified candiates are 10 and Out of 10 from Karnataka, qualified candidates are 07. Total Qualified candidates are 490 All Over India. Apart from, Inter Zonal Transfers of 5 Members (Two from Bangalore, two from Hubli and one from Visakhapatnam Region) in Hyderabad Zone also released along with List of All India Request Transfers. As informed you earlier, our Central Office has issued circular on Staff Welfare Schemes for the financial year 2013-14 which includes enhancement of College fee to Rs.7000.00 (for two children), School Fee to Rs.2500.00 (max for two children), Rewards for meritorious children Rs.1200.00 for 75%-90%, above 90% Rs.1500.00, Rs.5000.00 for Doctorate, for Funeral Rs.10000.00 but no change in Exgratia (existing Ceiiling Rs.20000.00), Dental Deceased Upto Rs.8000.00,for Cancer treatment Rs.6.00 Lacs, for Health Checkups, no change in ceiling however areas are recategorised, Canteen subsity revised as per areas (for Metros Rs.110.00 and other centres Rs.90/- per member per month), medical reimbursement for retirees unchanged . Results of Clerical to Officers Promotion Process under Seniority Channel released in all Regions. Passed candidates in both channels will be called for options to opt their choice and Zonal Office have been advised to furnish the said information to Central Office within a 10 days. If th members have not given any option, their name will be considered for Seniority Channel only. However, allocation of Regions and Postings will be completed within 2-3 weeks. Clerical to Officers Promotion Process under All India Service - Interview Results Declared. Out of 609 successful employees in written test, 574 comrades got through in the interview. It may take another 3 to 4 days to declare seniority channel results. After 3 weeks reporting also will be completed.

Our Central Office has issued strict guidelines on Temporary Transfers/ Deputations of Officers/Award Staff by Regional/Zonal Offices vide their letter No.24, dtd 26.08.2013. If any have hitherto resorted to any temporary transfers within the region/zone, it should be reversed immediately and members should be posted back to their original place of posting before 29.09.2013 .

A MOS dtd 20.08.2013 signed by and between the CO Management and AICBEF on cerrtain matters relting to placement norms on Promotion from Clerical Cadre to Officer and Sub-Ord. Staff to Clerical Cadre. A circular was issued vide Circular No.554, dtd 22.08.2013 to that effect. Some highlights in respect of Clerical to Officers : 1, Promotees are retained within the zone to the extent of resultant vacancies asper descending order of their age (earlier inter-se merit). 2. Retention within the zone extended to Promotees whose left over service is 3 or less (within region) and to lady promotees(within zone) in addition to Physically disabled. 3. The promotees who are having mentally regarded children are being now considered on cases to case. A notion to that effect inserted in PPA.
